Why is my Hotpoint freezer cold but the refrigerator warm?

On a top-freezer Hotpoint, the fresh-food section is cooled by air blown down from the freezer. If frost blocks the evaporator or the fan stops, the freezer stays cold while the lower section warms. The root cause is usually a defrost heater, thermostat or timer.
