What does F9 mean on my GE oven?

On many GE ovens, F9 relates to the door lock system, often a lock motor or switch that is not reporting correctly. It often appears around self-clean cycles. A technician can test the lock assembly and its wiring.

My double wall oven's lower cavity won't heat but the top works. What does that mean?
