A burner that sparks, heats only on one setting or does not heat at all usually needs a new element, receptacle or switch. With the stove off and cool, try moving a non-working coil element to a working position. If it heats there, the element is fine and the receptacle or switch is suspect. On a gas stove, check that caps are seated and the ports are clear. Smell gas? Leave the house and call the gas utility.
