That usually points to a failed infinite switch controlling that burner. The switch should cycle power to the burner at lower settings. Replacing it is a common and inexpensive repair.

Electronic Ranges and Frequent Outages

Ranges in the newer homes out this way usually have glass tops, digital controls and often convection ovens.
