Usually the filter is packed with debris or something has jammed the drain pump. Clean the filter first and check that the drain hose and disposal connection are clear. If water still sits after a cycle, the pump needs testing.

Drains, disposers and storm-tripped controls

Most dishwashers here drain through the garbage disposer or a high loop under the sink. A disposer installed without its knockout plug removed, a clogged air gap, or a drain hose kinked behind the cabinet will leave water in the tub. Inside the machine, the filter at the bottom collects food and glass bits, and a neglected one causes poor cleaning long before anything breaks.
